Client
- Enable Stateful Reconnect
  - This is so things like ConnectionId and other variables are retained on reconnect
- Execute Session Refresh Everytime SignalR Is Used
  - This should hopefully prevent the server from terminating the connection pre-maturely (Issue Moonbase/qtc-net-server#3)
