modify ``ChatMessageHandler.Chat`` to check for bans before sending out message
send ``SMF`` if chat ban is detected
change ``ChatMessageHandler`` and ``BanCommand`` to use it
edit comment at ``ApiUrl`` in appsettings.json
improve ``BanCommand`` API response handling
